This study offers a comprehensive analysis of the impact of Altiero Spinelli’s federalist vision on the evolution of European integration between 1984 and 1992 — a decisive period culminating in the Maastricht Treaty and the creation of the European Union.
The article examines how the Spinelli Plan functioned as a catalyst for institutional reform, influencing the strengthening of the European Parliament, the introduction of European citizenship, and the establishment of the Economic and Monetary Union. It also explores the enduring tension between federalist idealism and political realism, showing how Spinelli’s proposals helped redefine the trajectory of European governance despite the resistance of member states.
The findings contribute to a deeper understanding of how federalist thought and institutional evolution have shaped the European project, reaffirming the Spinelli Plan as a cornerstone in the study of European integration and political transformation.
